NATRiP IMPLEMENT'N SOCIETY
 
In order to facilitate requisite flexibility, expediency as well as involvement of all key stakeholders in the implementation process, Government of India and Automotive Industry have joined hands to set up an independent registered Society, namely, NATRiP Implementation Society (NATIS). This is the apex body for implementation of NATRiP.

The Governing Council of NATIS is headed by Secretary to Government of India, Ministry of Heavy Industries and Public Enterprises and has representatives of various stakeholders in its fold. The Presidents/Representatives of Society of Indian Automobile Manufacturers (SIAM), Automotive Component Manufacturers Association of India (ACMA), Tractor Manufacturers Association (TMA) and Automotive Tyre Manufacturers Association (ATMA). Automotive Research Association of India (ARAI) is also a key implementation partner and is represented in the Governing Council by its President. Leading and distinguished Automotive industry professionals are also part of the Governing Council

The primary functions of NATIS involve:

  • Overall supervision of planning, implementation and commissioning of NATRiP as well as laying down the policy framework for the same.
  • Approve, modify, rectify, augment, contract and redraft the scope and constituent activities of NATRiP subject to any stipulations that the government may make while approving the project.
  • Supervise working of the PIU. The PIB shall take a final decision on the advice granted by the global consultants wherever the PIU is not in a position to agree with the same.
  • Approve capital and revenue budgets as submitted by PIU, authorizing expenditure in terms of approved delegation of financial powers in furtherance of the objectives of NATRiP.
  • Approve, frame, notify rules and regulations, procedures and arrangements for conduct of business at PIU.
  • Oversee the fund flow and fund utilization and cause the accounts of NATIS to be submitted to the Government / any other agency required by the Government.
  • Be the nodal authority for regulating, fixing, modifying, extending and suitably altering the service conditions, remuneration, discipline and control of all the employees of PIU from the date of setting up of PIB as notified by the Government.
  • Be the nodal authority for fixing honorarium to experts/personnel whose services are availed in implementation of NATRiP either under PIU or in any other location/assignment.
  • Maintain liaison with other national and international agencies, as may be required for smooth implementation of the Project.
  • Constitute such committees and fix their terms of reference and scope of activities as needed for smooth conduct of its business or for assisting the PIU.
  • Periodically review implementation of the Project.

IMPLEMENTATION PARTNERS
 
Ministry of Heavy Industry & Public Enterprises (MoHI&PE) is the nodal Ministry of the Government for automotive industry in India and is in charge of framing and administering Auto Policy of the Government. MoHI&PE has been engaged in formulating policy guidelines and framework to promote enduring and self-sustained growth of the Indian Automotive Industry. Auto Policy of the Government envisages establishment of a globally competitive Automotive Industry in India and doubling of its contribution to the Economy by 205%. Recognizing the importance of comprehensive upgradation of testing facilities for Automotive Industry for fulfillment of the objectives of Auto Policy, MoHI&PE has in active handholding with Indian automotive industry, conceived, developed and steered the National Automotive Testing and R&D Infrastructure Project (NATRiP) since 2001. MoHI&PE is the focal Ministry for implementation of NATRiP. Secretary, MoHI&PE heads the NATRiP Implementation Society (NATIS).

Ministry of Shipping, Road Transport & Highways (MoSRT&H) is the nodal Ministry for setting up and implementing technical regulations for Automotive Industry. The Ministry lays down the requirements for homologation of vehicles and is also the nodal Ministry for activities relating to global harmonization of automotive regulations The Ministry has chalked out a Road Map for implementation of regulations which provides the basis for planning the infrastructure to be developed under NATRiP. MoSRT&H has been closely and continuously associated with NATRiP planning and development. The Ministry is actively involved in the project implementation. Joint Secretary, MoSRT&H represents the Ministry in Governing Council of NATIS.

Society of Indian Automobile Manufacturers (SIAM) is the apex Industry body representing 38 leading vehicle and vehicular engine manufacturers in India. SIAM is engaged in actively articulating industry’s concerns at various domestic and international fora and is engaged in a number of research and developmental initiatives in the sector in collaborative efforts with various agencies. The first Perspective Plan for NATRiP was presented to MoHI&PE by SIAM in April 2002. SIAM has played an active role in further development of NATRiP roadmap. SIAM is represented by its President in the Governing Council of NATIS.

Automotive Component Manufacturers Association of India (ACMA) is the nodal agency for the Indian Auto Component Industry. It`s active involvement in trade promotion, technology up-gradation, quality enhancement and collection and dissemination of information has made it a vital catalyst for this industry`s development. Auto component sector is considered to be next sunrise industry after IT and ACMA is actively engaged in developing key global linkages for Indian manufacturers. ACMA represents over 490 Automotive Component manufacturers whose production forms a majority of the total auto component output in the organised sector. ACMA has been closely involved in the formulation of NATRiP. ACMA is represented by its President in the Governing Council of NATIS.

Tractor Manufacturers Association (TMA) represents the Agricultural Tractor industry in India which manufactures world’s largest number of tractors. There are 12 leading tractor manufacturers in the fold of TMA. TMA actively participates in the policy and regulation formulation for Tractor industry and is a key implementation partner for NATRiP. TMA is represented by the Chairman of its Technical Committee in the Governing Council of NATIS

Automotive Tyre Manufacturers Association (ATMA) acts as the conduit between Government Departments and the Tyre Industry in India. ATMA projects the views of the industry on various subjects to respective Government departments. There are 7 leading Tyre Manufacturers in the fold of ATMA. ATMA actively participates in the policy and regulation formulation for Tyre industry and is an important implementation partner for NATRiP.

Automotive Research Association of India (ARAI) is a co-operative industrial Research organization formed by the Indian Automotive Industry and is affiliated to Ministry of Heavy Industries and Public Enterprises. ARAI has been authorized by the Government of India as a certification agency for automobiles and components. Most of the certification activity in the country is performed at ARAI. It helps Government of India in formulating the automotive standards and in providing technical support on various issues/projects. ARAI carries out sponsored research for the automotive industry in the area of engine, emission, structural dynamics, NVH, electronics etc. ARAI is providing technical support to NATIS for implementation of NATRiP. Upgradation of test facilities at ARAI forms part of NATRiP. ARAI is represented by its President in the Governing Council of NATIS.

Vehicle Research & Development Establishment (VRDE) is an establishment under the Defence Ministry, Government of India, is one of the premier institutes of Defence Research & Development Organisation (DRDO). It has been authorised by the Government of India under the Central Motor Vehicle Rules as a certification agency for automobiles and components. Upgradation of test facilities at VRDE would be taken up as a part of NATRiP.
